Poles allowed to buy military equipment for Ukraine by temporary change of law

The Ministry of Development and Technology informed the public that from March 17 to May 17, every Pole may purchase military protective equipment and transfer it to Ukraine. Nevertheless, it is necessary to obtain confirmation of the end user’s declaration from the Ukrainian diplomatic mission in the Republic of Poland.

The war in Ukraine is taking much longer than Russia expected, and the defenders need hardware support. Weapons are donated by NATO and the EU, and thanks to the changes introduced to the act on trade in military equipment, every Pole can support Ukrainians with military protective equipment. The rules were eased for two months, allowing the possibility of limited purchases by civilians.

Before the temporary easing, the purchase of military protective equipment required a license from the Ministry of the Interior and Administration. Thanks to the simplification of procedures, anyone willing will be able to support the defense of Ukraine by purchasing and donating equipment.

The Ministry of Development and Technology informed that Poles can purchase armored or protective equipment, structures and their components (armored, metal and non-metal plates), bulletproof vests, military and police helmets, protectors for face, limb and other body parts.

The purchase of protective equipment may be performed after obtaining confirmation of the end user’s declaration from the Ukrainian diplomatic mission in the Republic of Poland.

In addition, from March 17 to May 17, 2022, the export from the territory of the Republic of Poland and the transit through the territory of the Republic of Poland of the protective equipment to Ukraine does not require a permit.

Before the export or transit of protective equipment to Ukraine, it is necessary to obtain end-user declarations confirmed by the diplomatic representation of Ukraine in the Republic of Poland and notify the Minister of Development and Technology, in writing or in the online form of the intention to export or transit weapon to the territory of Ukraine.
