The Polish government plans to adopt a draft amendment to the law to support consumers of electricity, gaseous fuels and heat, which assumes that electricity and gas prices in 2024 will be maintained at this year’s level, according to the list of legislative and programme work of the Council of Ministers. The adoption of the draft is planned for the fourth quarter.
According to the list, “the draft solution is a modified continuation of the existing support for household consumers, including support for energy consumption for needs similar to household consumption (e.g. common parts of buildings, garages, summer houses, premises of a collective residence character).”
It is assumed that, irrespective of the increase in electricity prices and distribution tariff rates in the 2024 tariffs, it is envisaged that their energy trading and distribution bills will be stabilised at the level of 2022 tariff prices and tariff rates in settlements with consumers. The regulation also guarantees the use of 2022 electricity prices and distribution tariffs in settlements with consumers for deliveries in 2024 within a limit of 3 MWh.
Households engaged in agricultural activities, families with a Large Family Card, and persons with disabilities can count on additional support. For them, the limit for preferential electricity consumption has been increased from 3 to 4 MWh or 3.6 MWh respectively, taking into account their increased electricity consumption needs.
Notwithstanding the increase in electricity prices on the wholesale market, in 2024, in settlements with ‘public utilities performing key public authority roles’, the maximum price has been set at 693 PLN/MWh. This price will also apply to settlements for household customers once they exceed their statutory limits.
