Supporting the conduct of high-quality scientific research, optimal use of scientific knowledge and ensuring the autonomy of universities are the most important assumptions of the State Science Policy. The document, submitted by the Minister of Education and Science, was adopted by the Council of Ministers.
“The National Science Policy (PNP) is a strategic document that indicates priorities for the functioning of the higher education and science system”, emphasizes the Ministry of Education and Science. It also identifies the most important development challenges for the Polish economy and society, answered by scientific research conducted at the highest level and the education of high-class specialists in higher education and doctoral schools. The implementation of PNP is subject to evaluation at least once every 5 years.
The aim of the PNP is to create conditions for scientific research and development work and to facilitate access to high-quality education for future generations. The priorities set out in the document will also translate into synergy and the development of international cooperation in the higher education and science system.
The National Science Policy provides the basis for the implementation of the country’s strategic and development programmes. It will promote the role of science and higher education, which will contribute to raising their prestige and increasing public confidence in the results of scientific research.
The document also draws attention to the role of science in the defence and security system and emphasizes the need to provide “knowledge, tools, technologies and educated human resources to effectively ensure the security and public order of the state”.
The PNP concludes that higher education and science in Poland have great potential for further development. The autonomy of higher schools is a fundamental principle of the system of higher education and science, ensuring independence and providing opportunities to pursue one’s own intentions.
