Mateusz Morawiecki’s government to be sworn

The swearing-in of Mateusz Morawiecki’s government will take place on Monday 27 November 2023 at 4.30pm at the Presidential Palace in Warsaw.

On 13 November, President Andrzej Duda accepted the resignation of the previous United Right government led by Mateusz Morawiecki and at the same time entrusted him with the mission of forming a new Council of Ministers.

Minister in the Chancellery of the President of the Republic of Poland Wojciech Kolarski stressed on Sunday 26 November that “President Andrzej Duda is respecting all constitutional deadlines”.

It should be recalled that according to the Constitution, the President appoints the Prime Minister along with the other members of the Council of Ministers within 14 days from the date of the first sitting of the Sejm or acceptance of the resignation of the previous Council of Ministers and takes the oath from the members of the newly appointed Council of Ministers.

According to the Constitution, within 14 days of the appointment, the Prime Minister presents the Sejm with the government’s programme of action together with a motion for a vote of confidence. The Sejm passes the vote of confidence by an absolute majority of votes in the presence of at least half of the statutory number of MPs.

Head of the President’s Cabinet Marcin Mastalerek said that President Duda knows members of the Mateusz Morawiecki’s new government. He stated that “it will be a completely different government than before, the structure of this government will be different, therefore it will have presumably fewer party politicians, being rather an expert government”.

In the elections to the Sejm, held on 15 October, the Law and Justice party (PiS) won 194 seats, the Civic Coalition (KO) won 157 seats, the Third Way won 65, the New Left won 26 and the Confederation won 18.

The existing opposition bloc (KO, Third Way and Left), which won a total of 248 seats in the elections, has already announced that it will not give a vote of confidence to Mateusz Morawiecki’s government.

In this situation, if no government can be formed in this step, the initiative for its formation is taken by the Sejm, which elects the prime minister by an absolute majority in the presence of at least half of the statutory number of MPs.
