The consortium of Vinci Airports and IFM Global Infrastructure Fund is the investor of the Central Communication Port (CPK). “The consortium intends to put up to PLN 8 billion into the construction of CPK in exchange for taking a minority stake in the company operating the airport”, said the government’s plenipotentiary for CPK and deputy minister for funds and regional policy, Marcin Horała.
The deputy minister noted that the proceedings do not concern the sale of shares in the State Airports, land, or anything from the assets of Okęcie Airport, etc. only investment in the new airport. The CPK company is 100% owned by the State Treasury.
“The financing structure of the CPK airport itself is 60 % debt instruments and 40 % capital-shares in the CPK company that will operate the future airport. And we have offered up to 49 % of these 40 % shares to investors (ownership control remains with the State Treasury)”, Horała stressed.
The Central Communication Port is a planned interchange hub between Warsaw and Łódź, which will integrate air, rail, and road transport. Under the project, an airport will be built 37 kilometres west of Warsaw, on an area of around 3,000 hectares. The first phase of the airport, i.e. two parallel runways and infrastructure to handle 40 million passengers, is expected to be operational in 2028. Projections by the International Air Transport Association (IATA) indicate that the airport could handle up to 65 million passengers in 2060.
Vinci Airports (part of the Vinci Group) is the world’s leading private airport operator. The company manages in various forms more than 70 airports in 13 countries and employs around 270,000 people. It has a French origin, with US institutional shareholders currently making up the largest group in the ownership structure.
IFM Global Infrastructure Fund is an Australian-based investment fund with approximately $143 billion in assets under management, of which approximately $64 billion is infrastructure equity investment; it has interests in 17 airports worldwide in its portfolio.
