A draft law on subsidies for heat sources other than coal has been submitted to the Sejm. The impact assessment shows that the cost of the subsidies is a total of PLN 10 billion for the years 2022-2023, with PLN 6.2 billion this year and PLN 3.8 billion next year.
The draft law on special solutions for certain heat sources in relation to the situation on the fuel market was approved by the government this week and was submitted to the Sejm. The total cost to the state budget associated with the regulation is estimated at PLN 10 billion.
For the calculations, it has been assumed that the number of boilers for wood pellets and other types of biomass is 356,990, while the number of boilers for chunk wood is 2,061,940. Some of these boilers may also be fuelled with solid fuels (and will be covered by the regulation of the Carbon Allowance Act). The number of wood boilers is set at 527 012 to calculate the potential number of beneficiaries.
According to data from the Central Register of Building Emissions, supplemented by an in-house estimate, the number of oil boilers constituting the main source of heat is 100,000. According to data from the Polish LPG Organisation, supplemented by an estimate for 2022 on the average increase in the number of LPG-fuelled gas boilers, approximately 147,000 households use such gas boilers. The calculation assumes 150,000.
According to the draft, the subsidy will amount to PLN 3 000, if the main source of heat is a solid fuel boiler fuelled by wood pellets or another type of biomass.
In the case of a solid fuel boiler, a fireplace, an air heater, a kitchen cooker, an electric oven or a solid fuel tiled cooker fuelled with wood pellets as the main source of heat, the subsidy is PLN 1,000.
The subsidy is PLN 500 in the case of a gas boiler fuelled by liquefied petroleum gas (LPG), and PLN 2,000 if the main heat source is an oil boiler.
